This is what has happened today, but the usual application manager has asked Captain Frank Kennelly, the captain of the 21st precinct, to look over this particular pistol license renewal. It's from a nice old guy - a retired cop - who will lose his job if he doesn't get the renewal - but he's 74 years old now, and the application manager feels that they shouldn't approve the renewal on this occasion...
