A burglar is caught breaking into an apartment and brought in to the police station where he admits his guilt. The boy admits to some other burglaries. He tells them that a couple of weeks ago he was caught by a cop who checked his loot, took $600 cash that he had stolen and sent him on his way with the other things he had stolen. That's a strong accusation to make against a cop. Now Captain Kennelly has to investigate his own precinct officers to clear any doubt in his mind that his men are being wrongly accused.
