Theodore Roosevelt was the 26th President of the United States of America and served in the White House from 1901 to 1909. The navy left on its historic world circling tour in 1907 and came home in 1909. Theodore Roosevelt believed that the quarrels between people sprang from misunderstanding different cultures and different values rather from different race or creed. He used the fleet as a big stick in order to stop Japan from further provoking a serious issue that might have led to war.
