Johnny Dollar has been asked to investigate an incendiary fire at a small shop, and a man has been killed. Benny Waxman, the owner of the shop, refuses to file a claim with his insurance company, and Johnny soon discovers that Benny is being pressured by a protection racket. A group of gangsters has been demanding money from him in exchange for protection, and they set fire to his shop when he refused to pay.
