Action!” During the early part of 1954 a ring dealing in tobacco was defrauding the government of a sum in taxes, which was subsequently determined to be over one million dollars. This was accomplished through deliberate failure of the manufacturer to put revenue stamps on his cigar boxes while selling them to under the counter buyers.
