Flash has returned to Earth, to find that scientists have developed weapons powerful enough to destroy the world. Dr Zarkov retreated to his secret laboratory to experiment with Mungo inventions. It is there, that Flash and Dale are now headed. The doctor believes that in the event of nuclear war, it's possible that human life can survive underground, and whisks the three scientists a thousand feet below the Earth's surface in a high-speed elevator.
