Luigi is waling along on his way to class when he almost gets hit by a speeding car. The the car hits another car and drives off without stopping. But no fear Luigi saw everything that happened and even remembered the licence car plate. But the day he has to go to court as a witness is the same day he has to go and get his first citizen papers. Oh dear without his citizen papers somehow Luigi gets it in head that he's going to jail! Of course Pasquale has a scheming idea, that if Luigi was to marry an American citizen it would keep him out of jail, using every chance to get Luigi to marry his daughter Rosa!
