One of the most serious crime problems in the country today is the teenage gang. In many gangs, the leader is the boy who has managed to procure a pistol and is willing to use it. Many of the pistols sold to these boys are stolen on the waterfront from overseas shipments, and as such they are local police problems. But one consignment of pistols was U.S. government property, bound for an army base in Europe.
