Sherlock Holmes and Dr. Watson are called in to investigate the disappearance of a Dutch dike inspector named Van Meer. Van Meer had been inspecting a windmill in the Netherlands when he disappeared without a trace. They soon learn that Van Meer had been investigating a smuggling operation that was using the windmill as a base.
