Inspector White is addressing a group of detectives at headquarters, “you men have been selected for this emergency detail because we’ve got to put a stop to these hit and run accidents. During the past weeks eight people in this city have died and twice as many have been injured because of reckless driving and unnecessary speeding. Reckless driving is a crime against public safety.”
