Today's story, taken from the records of your FBI, tells the story of two racketeers - men who put crime on a business basis. They operated an illegal interstate lottery - a racket which existed because people condoned it, just like during the years of prohibition they condoned the selling of whiskey. Including both policy and number slips, lottery tickets were sold by George Carter and Fred Boone, with the hope of a big win. But the only real winners were the racketeers whose profits were huge!
