Mycroft Holmes, Sherlock's brother, is a government official who is considered to be the "second most intelligent man in England". He visits Sherlock and Watson that a set of plans for a new type of submarine, the Bruce-Partington Plans, have been stolen from the Admiralty. The plans are extremely valuable, and if they fall into the wrong hands, they could be used to build a fleet of submarines that could easily defeat the British Navy.
