A man's shop is burglarised and his whole safe is stolen. The problem is everything he has is in the safe including his insurance and his war bonds and accounts receivable. Everything he has to prove he has the war bonds is in the safe. The door had been jimmied and the safe was so huge it would have taken a lot of men to get it out of the shop. Captain Kinelley wants to know why the patrol officer on the beat hadn't seen anything. Then unlike ever before the burglar calls Captain Kinelley telling him all they want is the cash and if the police give him the combination number they can have everything else back in the safe otherwise the whole lot is going to be dumped in the river.
