A narcotics ring is operating out of a Chinese restaurant in Hollywood supplying to a high-class clientele. Captain Eddie Chitwood is head of the narcotics squad of the Los Angeles Police Department and he introduces us to this true story of crime by telling us, “The type of man who stoops so low to traffic in human misery and grow rich on the weaknesses of others cannot be expected to stop at mere murder”.
