It is the hour before dawn. A strange boat with strange cargo pulls into a secret port. Two evil looking men crawl up onto its deck and are joined by a third oriental man, his rich silk robe gathered around him. He is here for the cargo but before they can unload they are interrupted by a lone policeman. They kill him with a silver hatchet.
