It is a fact certified by history, that after every war there has been an increase in crime. It is not a fact, however, that the new criminals are as a result of the practice which the army and navy gave our younger generation in the art of murder. The hoodlums who are filling the files of police departments around the country, are hoodlums because of circumstance. Wartime is a period of loose morals and easy money, a set of conditions which suit the criminally minded. So let's stop finding reasons for the crime wave, and start finding cures...
