The mysterious Carlos Mendes, pilot of a Bellanca monoplane, which had been seen near every place where a bell had suddenly lost its perfect tone, has finally come out into the open. Working quickly, and with great daring, he stole the ten tonne bell which was hanging in the Lakeville town hall, and then to cover his trail, ruthlessly killed the men who had innocently helped him!
