In 1949, one out of every twenty American people, including women and children, has an arrest record. Many of these had been arrested multiple times, and the law needed to change. Tonight's file opens at an attractive resort hotel, and on the spacious porch of the establishment, three elderly women are discussing a young woman's familiarity with several men.
