Chuck Sloan stevedore is killed in a waterfront accident and investigation proves it to be murder and further investigation proves that Fred Palmer is running a huge waterfront gambling racket with the help of Foghorn Morton the boss of a crew. Sam Crawford a stevedore who took Sloan’s place tells Blackie that he may be killed because he didn’t pay off Palmer for his job. When Blackie and Inspector Faraday visit Palmer they discover him dead., murdered.
