Crawling along one of the lower rungs of the criminal ladder is the breed known as the Misery Chiseler. He is one who preys on the misfortunes of another for profit, he is a parasite who exists on human sorrow, heartache and misery. Through the cooperation of the victims the FBI has already bagged scores of these despicable criminals. But a Misery Chiseler is not always easily caught because he has often robbed his victim and disappeared before the victim even realizes that he or she has been robbed.
