A downtown mission served as a front for a phoney accident racket and it is from the ranks of the charity seekers that Delores recruits her needy stooges to fall in front of cars. Blackie is put on to this racket by a newspaper story and a tip from reporter Les Hopkins leads him to Stevens one of the stooges who fell in front of a car.
