Mark Withers has come to the Mayor for help. Withers is an anthropologist who was working abroad when the war started. When he came home a man who was sat next to him on the plane told him that he had escaped from a concentration camp in France. When they landed he asked Withers to take his cane for him saying that he would meet him later on in front of the Astor hotel. But Withers saw the man as he was arriving being attacked by a group of drunks. The only words that the man said to Withers before he died were Clara Springer, Springdale. Withers fears that he is now being followed by someone who for some reason wants the cane.
