In the early part of 1953, the FBI was advised by the treasury department, that a special agent had been murdered in the vicinity of Bay City. The treasury's narcotics bureau had been investigating a large scale ring in the Bay City area, and agent Frank Bailey - though working independently on an extortion case - had inadvertently stumbled on the narcotics situation.
