Honest Harold makes a bid to win the Oswald for the best contribution for a civic improvement to Melrose Spring. He got Mayor Stanley Peabody to pass a law but Honest Harold didn’t realise that his law would ground Doc’s horse Silver Moon. He then tries to get the mayor to repeal the law.
