Lamont and Margo go to see the performance of a hypnotist, during which the hypnotist asks Margo to think of a question to which only she knows the answer. Margo of course thinks, "Who is The Shadow?" and involuntarily answers her question mentally. Afterwards, Lamont receives a telegram from the hypnotist and when they meet, the man reveals that he has many high government dignitaries of various lands under his hypnotic sway; only if he feels fear will his hold over them be broken. With their involuntary help he intends to rule the world. But it is a difficult task, and he would like The Shadow's skilled help--without it, he will expose The Shadow...
