Marshall Matt Dillon receives a Telegraph from the War Department informing him the Rex Proctor was coming to Dodge City with full authority to act regarding bad reports. It seems this government inspector General was coming to inspect the Marshall and Matt Dillon would have to take orders from him. Chester thought it was nothing more than an insult. Matt Dillon decides that the only way to teach Proctor a lesson was to do exactly as Proctor wanted.
