Oliver Cromwell was made Lord Protector of the Commonwealth of England, Ireland and Scotland on November 16th, 1653. In accepting the high office, he vowed himself by a certain paper called the Instrument of Government to some of the parliament consisting of four or five hundred members, in the election of which, neither Catholics nor Royalists were to have any share.
