At the Fire Department headquarters Chief Cody has begun his fight to save his program of fire prevention. Mr Lippert owner of the Rainbow House has made a vicious attack on Chief Cody, a smokescreen to hide the fact that Lippert’s Rainbow House Nightclub is a firetrap, which Lippert refuses to make safe.
