Captain Frank Kennelly was working his day tour 8 am to 6 pm. A call comes in about a woman sitting on a ledge outside her high rise apartment. Suicide or attempted suicide is a serious problem because an individual in that frame of mind can have no regard for others's lives. In the city of New York it is not unusual for an innocent pedestrian to be killed by a suicide from a tall building.To the police the problem is not so much protection of the general public as the rescue of the person who intends to kill them self.
