The circus is coming to Dodge but Marshall Matt Dillon is not prepared to give them a permit to perform in Dodge after riots had broke out in the last town the circus was in and two people had been killed. It seems that trouble followed this circus. However, circus owner Maggie is a determined woman and sets up the circus just outside the town. Matt discovers why trouble follows this circus.
