What began innocently enough, (many of us have been stopped at least once for exceeding the speed limit), was to lead Joey O'Hara into an experience so devastating that until now, it could never be told. Even now, names have been changed. The origin of the experience was at a lunch between Joey's brother Phil, and his client Ross Randall. They are discussing Lifeboat Landing, a community outside of the city. It's a village of four thousand inhabitants in Long Island, and there is no crime, no trouble, and nobody ever leaves. It's an idyllic place, but if you want to live there, you need to be 'approved' by the Three Elders...
