Terry and his companions, Connie and Pat, are trying to help a group of refugees escape from Dragonhawk Island, which is under the control of the villainous Dr. Fu Manchu. Terry utilizes his flying boat, the Corsair, to smuggle the refugees off the island while evading Fu Manchu's pirates and aerial forces.
