Frank Kinnelley is captain in command of the 21st Precinct. Martha Ramsay fears that she is in physical danger from her son-in-law Charles McKelton and applies to the court  for a summons. Now she wants Captain Kinnelley to have one of his officers accompany her when she serves the summons on him.
