In all our cities and even in smaller communities there are unfortunates who are trying to live down a single miss theft. Having served time in jail for some crime generally a first offence they have been paroled released from jail with part of their sentence un-served, given a chance to try again to make useful citizens of themselves. Parolees they are called and one misstep while on parole and they may be returned to jail to serve out the whole of their sentence. Clever but heartless underworlds characters have found the parolee a source of elicit income and as a result a wide system of blackmail has sprung up.
