Si and Elmer have captured their first criminal and are now getting their glory. Invited to attend the weekly luncheon meeting of the Punkenville Tiger's Club, our heroes have prepared and rehearsed a speech, which Elmer is going to deliver. We find the boys now, waiting in a small room near to the dining room, and worrying about Elmer's speech.
