A serious charge has been made in Tokyo against the US Government and has caused quite a stir among the Japanese people. A doctor Mitsuko was taken,  beaten and held captive in by a US government agency operating in Japan. Doctor Mitsuko is unable to identify the agency allegedly involved. So steve Mitchell is assigned to go to Tokyo and find out who is behind this before American Japanese relations are damaged.
