It's Captain Kennelly's late shift, and today Lieutenant Matt King, commanding officer of the 21st detective squad, has come downstairs to confer with me about several pistol license applications that are still pending. Each application must be investigated by both the commanding officer and the detective squad commander of the precinct in which the applicant resides or is employed. Licenses are granted only upon the absolute proof of necessity and good character of the applicant. So when a petty thief is ready to give some information about a shooting of a hotel clerk in the precinct, Captain Kennelly is all ears!
