It's evening at the Foster house, and father is out of town on business. Mother, Judy and her twelve year old brother, Randolph, are all in the living room, where Judy is discussing how wonderful it will be when she is Mayor. It seems that all the girls in all the schools in town are writing compositions on good government, and the one who writes the best composition becomes the Mayor of the town for Girl's Day.
