Mayor Rhinecliff has been accused by David Franklin of taking a large sum of money from the City Wide Construction Company in return for which, according to Franklin the Mayor influenced the city housing director in picking their bid. Mayor Rhinecliff maintains he did not receive one penny nor did he have any influence on the bid and he has no idea why Franklin is making these claims. Franklin says in proof he can produce a letter written by the Mayor to Mr Purcell the assistant housing director in which the Mayor directs him to give the bid to City Wide.
