Steve Mitchell needs to make a perfect target out of himself to solve today's case. The commissioner is sending him to Java to look for a piece of paper, which contains a new formula for atomic fission. Half of the formula is still at large, and they want to use Steve as bait to draw out the person interested in obtaining it.
