Gildersleeve's day does not start off well due to a newspaper report about the lack of water pressure. Before long everyone from the Judge to the Mayor is on his back demanding he rectifies the situation. It is decided that there must be a dramatic gesture to convince the public that the work is in hand and it is decided Gildersleeve must fly to the revenue in a helicopter.
