A police officer, constable Mathews is shot in cold blood when he stops a speeding car. Killed by four bullets when one would have been enough. A doctor reports his car stolen and that car turns up abandoned later and the tires match the prints of the ones found at the scene of the crime. The crime matches the mo of a known car thief and burglar called Green. When he is stopped committing another crime in a stolen car he again shoots the policeman, but not fatally, and again flees the scene.
