A dog has bitten a four year-old girl and the owner will not allow it to be taken away for a rabies test. Rabies is almost extinct due to the strict enforcement of the laws relating to dog bite cases, which call for the compulsory observation of dogs and other animals that are carriers of the disease after they have bitten.
