The city of Felicity has a City Manager, and he has a dream that 'his' city is going to be the most efficient in the world. He has started by cutting off the benefits of the poor. Next on the agenda is to tear down all of the houses of the poor and middle class. Then he proposes to give people new jobs, and new homes. Everyone will be happy, right?
