For the past month, Bennett has been working with the welfare board, as the treasurer of the special charity fund. His work on the fund is practically routine, and he doesn't have anything to do with the disbursement of the money, only the signing of the checks. The other signatory has been requesting the checks be signed, but the payee left blank, and so Bennett has confided in Reid that he's a little suspicious as to whether the funds are going to the right places.
