A man purporting to be a police officer breaks in to a government office safe and steals a list containing twenty thousand names of ex GI’s is stolen. The police fear that the list will be used in an elaborate scam to extract money from the veterans. The man apparently has a missing thumb so Nick Carter Carter knows he can’t be a genuine police officer and has to catch the perpetrator before the list falls in to the hands of the underworld.
