The man who walked into Jerry's office was Ed Bemrose, the so-called president of the downtown small businessman's protective association - a brand new name for a very old racket. Since Jerry wasn't bowing to the strong arm techniques, Ed decided to try and pay him off. But since that didn't work out either - he asked for their to be no hard feelings when the word was given for a 'hit' - and he had worked out a systematic plan of murder.
