Several agents of a nation unfriendly to the one employing both of them in this matter have been seized while traveling under this countries passport. The passports are not counterfeit and records prove them to be genuine although issued fraudulently. Their use by enemy agents even though they are fraudulent has a serious bearing on foreign relations.
